AgustaWestland VVIP Chopper Scam

Okay, it has been a while now since the AugustaWestland VVIP chopper scam took speed, again. With the current Rajya Sabha session witnessing much ruckus after Sonia Gandhi’s alleged involvement in the scam coming to light, the BJP is expected to raise the issue yet again in the next Rajya Sabha proceeding.

This is being regarded as one of the biggest defence scams in the country after the Bofors’ scam.

The VVIP AgustaWestland chopper deal has raised the nation’s eyebrows and is the hot topic in India nowadays.

Here is all you need to know about this biggest defence scam which has started a widespread debate in public. Since it’s going to be a long story, sit back and relax:

So, what actually is the AgustaWestland Chopper scam?

It was August of 1999 when the IAF felt the requirement of new helicopters for VVIPs.

Its fleet of Mi-8 VIP helicopters was completing their total technical life, not being able to fly at nights and at high altitudes (places beyond 2000 metres).

So, with the key requirement of flying high, the IAF proposed the deal to buy new choppers to the government for critical areas like Tiger Hill and Siachen.

After all the formal procedures to buy new choppers like calling tenders, field trials, technical specifications, etc. the government narrowed down to UK-based AgustaWestland in February of 2010.

It signed a contract to buy 12 of its AW101 model helicopters for a whopping ₹3,600 crore for flying VVIPs.

But in 2013, somewhere out there in Italy, CEO of AgustaWestland, Bruno Spagnoli and chairman of AgustaWestland’s parent company Finmeccanica, Guiseppe Orsi were arrested on the charges of international bribing of middlemen to secure the deal with Indian Government i.e. IAF.

The then defence minister, A K Antony immediately put the deal on hold and ordered a probe to CBI. AgustaWestland had already delivered three of the choppers by then.

Proceeding the case in Italy, a court investigating the scam said that the former IAF chief, Air Chief Marshal (Retd.) SP Tyagi was bribed by Finmeccanica to seal the deal with its AgustaWestland.

Following this, the UPA government in 2014 cancelled the deal stating ‘integrity pact was violated’ and allegedly recovered ₹2,068 crore of the total money it paid to book the deal.

But in the following October of 2014, a lower court of Italy acquitted ACM SP Tyagi of all charges and Guiseppe Orsi and Bruno Spagnolin of “charges of international corruption”. But the two were convicted and sentenced to two years on the lesser charge of “false invoicing”.

Waking up the case again, the Milan Court of Appeals, last month, ruled over the lower court verdict and said that Orsi and Spagnolini had paid bribes to Indian officials to win the contract. The court again indicted ACM SP Tyagi for being a beneficiary of the bribes. It said payments were made to Tyagi and his family, including three of his cousins, in cash and by wire transfer.

What were the findings of Italian court in this scam?

The Italian probe alleged that Orsi and others paid money through intermediaries, including Indian nationals and the US-born consultant, Haschke, who also has Italian nationality.

The middlemen were accused of paying the former IAF chief, Air Chief Marshal S P Tyagi, through his cousins, to change the terms of the tender to allow AgustaWestland to win the Indian contract.

They allegedly spoke of routing the money through Mauritius and Tunisia to make it difficult to trace. They thought India would take years to track down the links referring to Indian investigators as “morons”.

The Italians also acted on the testimony of Lorenzo Borgogni, former head of external relations at Finmeccanica, where he alleged that Haschke was hired as an “intermediary” whose compensation was hiked by ‎€10 million to €41 million at the last minute. It was alleged that these 10 million euros were used to bribe Italian politicians.

 Okay, how actually is ACM SP Tyagi involved in this?

First thing, Air Chief Marshal (Retd.) SP Tyagi was the Chief of Air Staff when the deal was signed between IAF and AgustaWestland.

As the IAF wanted to purchase helicopters that were capable of flying in high-altitude areas, the first tenders were called with a cut-off that it should fly 6000 m and above.

But after careful evaluation of the AgustaWestland’s AW101, it was found that it was not capable of flying 6,000 m and above as required and could only reach up to 4,572 feet.

It was during ACM SP Tyagi’s tenure as CAS that the altitude ceiling of the helicopters was reduced in the second tender from 6,000 m to 4,500 m to enable AgustaWestland to come back in the race.

It was said that he tweaked with the altitude requirement for the helicopters in AgustaWestland’s favour after allegedly being bribed.

In 2014, a case was registered, where it claimed that nearly ₹423 crore was allegedly paid by Michel, Gerosa and Haschke to swing the deal in favour of AgustaWestland. Out of the total amount, a bribe of about ₹7.68 crore was paid to ACM Tyagi by the alleged middlemen, to the middlemen in India, who were Tyagi’s cousins.

It was done in two tranches, first by way of bank transfer, and then in cash.

However on the orders of the Prime Minister’s Office and to ACM Tyagi’s relief, investigations later showed that the technical specifications had been changed prior to Tyagi’s becoming Chief and not after.

His name came under the scam because he was the Chief when the height requirements were lowered in favour of AgustaWestland.

 So what does Sonia Gandhi has to do with it?

Well, she had to be in it. After all, she is an Italian Amma.

Just kidding, the probe by the Italian court also has the names of Sonia Gandhi and senior Congressmen Ahmed Patel, Oscar Fernandes, Manmohan Singh and Pranab Mukherjee among the people accused of being Indian middlemen.

The probed conversations between the middlemen of Italy have mentions of “Mrs. Gandhi” being the “driving force behind the VIP”, and she and her “closest advisers” (Ahmed Patel and Pranab Mukherjee) being “the aim of the British high commissioner”.

In the recovered letter dated 15th March 2008, one middleman Michael wrote to a Peter “Dear Peter, since Mrs Gandhi is the driving force behind the VIP, she will no longer fly with MI8 … Mrs Gandhi and her closest advisers are the aim of the High Commissioner, senior adviser Prime Minister Manmohan Singh obviously the main figure, then there’s Ahmed Patel Secretary”.

Given Sonia’s Italian origins, her name in the scam has given the BJP ammunition to attack the Congress in Parliament, where the ruling party is under fire for dismissing the Uttarakhand government.

On the worst side (if it is true) Prime Minister Narendra Modi and his Italian counterpart are having talks over allowing Italian marine accused of killing Indian fishermen to go back home in exchange for information on the scam with Sonia’s name in it.

Rajya Sabha proceedings were continually disrupted on Monday, Tuesday and Wednesday by the Opposition, seeking a probe into the AgustaWestland chopper case.

 And what about the three already delivered choppers?

The IAF is the custodian of these tri-engine helicopters that were delivered to India before the deal was scrapped. The choppers are parked at the Palam airbase in Delhi. The pilots who were trained to fly them have moved to other assignments. Meanwhile, the IAF has drawn out six Mi-17V5 helicopters for use by VVIPs.

 The current proceedings

Last month, Guiseppe Orsi and Bruno Spagnolin were sentenced to 4½ and 4 years imprisonment respectively with a fine of €7.5 million euros that have been allegedly paid in bribes in India alone.

The Supreme Court said that it would hear a PIL, which seeks to file an FIR against Sonia Gandhi and Manmohan Singh in the AgustaWestland chopper case.

The government said it will seek a report from the CBI on the deal and initiate the move to blacklist AgustaWestland and its parent company Finmeccanica.

A CBI probe into the matter is ongoing in India.

UPSC CDS 1 2016 Result

CDS 1 2016 result of written exam which is conducted on 14th Feb 2016 is released by UPSC . UPSC has published a list of roll numbers of successful candidates for IMA, AFA, NA and OTA. Few candidates will see their roll number in more than one services for say IMA and AFA. Please be advised, if you clear the CDS 2 2015 written exam for both IMA and AFA (for example), you will only be called for one SSB interview for the service which you have preferred to be the first.

UPSC CDS 1 2016 SSB Dates

Once UPSC published the list of successful candidates, Indian army, air force and navy will publish the SSB interview dates for IMA, AFA, OTA and NA on their respective career website. SSB interviews of CDS 1 2016 will start one month after the date of result of written exam.

Once the SSB interviews are over, UPSC will publish the list of candidates who have cleared the SSB and AFSB interview. UPSC will not publish the result of medical test of recommended candidates, so the list which is published by UPSC will consist of roll numbers of unfit candidates as well. The following are the lists, in order of merit of 126 candidates who have qualified on the basis of the results of the Combined Defence Services Examination (I)-2016 conducted by the Union Public Service Commission in February, 2016 and SSB interviews held by the Services Selection Board of the Ministry of Defence for admission to the 142nd Course of Indian Military Academy, Dehradun; Indian Naval Academy, Ezhimala, Kerala and Air Force Academy, Hyderabad (Pre-Flying) Training Course i.e. 201/16 F/PC. 2. There are some common candidates in the three lists for various courses.

The number of vacancies, as intimated by the Government is 200 for Indian Military Academy [including 25 vacancies reserved for NCC ‘C’ Certificate (Army Wing) holders], 45 for Indian Naval Academy, Ezhimala, Kerala -[ General Service] including 06 vacancies reserved for NCC ‘C’ Certificate holders](Naval Wing) and 32 for Air Force Academy, Hyderabad. The Commission had recommended 92, 31 and 03 as qualified in the written test for admission to the Indian Military Academy/ Indian Naval Academy and Air Force Academy respectively. The number of candidates finally qualified are those after SSB test conducted by Army Head Quarters. The results of Medical examination have not been taken into account in preparing these lists.

 Verification of date of birth and educational qualifications of these candidates is still under process by the Army Headquarters. The candidature of all these candidates is, therefore, Provisional on this score. Candidates are requested to forward their certificates, in original, in support of Date of Birth/Educational qualification etc., certificates claimed by them, along with Photostat attested copies thereof to Army Headquarters/Naval Headquarters/Air Headquarters, as per their first choice. 7. In case, there is any change of address, the candidates are advised to promptly intimate directly to the Army Headquarters/Naval Headquarters/Air Headquarters. These results will also be available on the UPSC website at http.//www.upsc.gov.in However, marks of the candidates will be available on the website after completion of its complete process i.e. after declaration of final result of Officers’ Training Academy (OTA) for Combined Defence Services Examination (I)-2016. 9. NDA vs TES: Which Is A Better Way To Join Army After 12th?

Completion of 12th is the major milestone in a student’s life. It is from here that the following journey of his life will be decided. Many might not know what they are going to do next while many already have plans.

For those who chose to join the defence, there stands a direct chance for them to make it through NDA or TES. While both entries are after twelfth, there is a huge difference between the two. So the question is, which is the better way to join the army after 12th, NDA or TES?

So, let’s compare the difference between the two entries and form a conclusion:

NDA TES
Students from all streams can appear after 12th. Only students from MPC can apply after 12th.
You can join either of Army, Navy or Air Force. You get to join only the army. There is a similar entry in Navy, B.Tech Direct Entry Scheme, through which you can join Navy directly after 12th.
You need to clear the written exam. You directly go for SSB interview if you have more than 75% aggregate in MPC.
You will earn a BSc. or BA degree after 3 years in NDA and then spend 1 year pre-commission training at IMA. You will graduate with an engineering degree after 5 years – 1 year at OTA Gaya for basic military training and 4 years at respective colleges for specialised training.
Suited for everyone. Degrees provided are of BSc or BA which makes academics a bit easier to manage. Suited if you have interest in engineering and technology and like technical stuff like Artillery, Signals, EME, etc.
Joins the fighting arms like Infantry, Artillery, Para, Army Aviation, etc. Hardly gets a chance to join the fighting arm. They act as a support to the fighting arms.

So, while both entries have their own merits and demerits, there is a chance for you to join the army either way. So applying for TES after 12th and at the same time writing the NDA exam to get into the NDA will do just fine. Keeping all options open is always a good idea.

But thinking of a broader image, if you want to join the fighting arms and wanted to be called as an ex-NDA, go for NDA; and if you don’t want to give any more competitive exams after 12th, go for TES. Also, there are more chances of promotions in the fighting arms than in the supporting arms.

So, it’s your decision now. Give it a break and choose wisely.

List Of 70 Successful DRDO Products Released By Manohar Parrikar

Ever since the NDA government came to power in 2014, DRDO has been put high on the radar with the focus on developing indigenous and self-reliable weapon systems. Following this, Defence Minister Manohar Parrikar recently released a list of products by the DRDO that has been most successful since past 3 years.

While the recently held Def-Expo 2016 put India on high levels of standards, the Defence Procurement Procedure makes it easy to acquire arms for defence forces in India with new bullet proof jackets for its soldiers.

According to this report, a list of 70 products and systems were released that have been developed by the DRDO, many of which have been inducted into the armed forces and others being at various stages of trials, production and induction.

This will not be exclusively for the armed forces but can also be used by Central Armed Police Force (CAPF), state police units and National Disaster Response Force (NDRF). For this, the Ministry of Home Affairs has shortlisted about 146 items for trials, out of which, trials of 78 products have already been completed and are ready for induction.

The list of successful products includes Air Defence Weapon Systems, variants of bombs and bomb mortars, Shells and Cartridges, Surveillance Radars, Thermal Imagers for battle tanks, Holographic Sights for Small Weapons among various other products with cutting edge technology.

This gives a major boost to Make in India and indigenous arms development. We only hope to see the list of 70 items to be doubled after a few more years.

New SSB Interview Selection Process

Indian armed forces are trying out a new system of officer selection to bring the selection process in tune with the changing job requirement of a modern military officer, while allowing them to better assess the newer generation of aspirants. The new selection system, once approved, will be implemented from 2019.

The existing Services Selection Board (SSB), in vogue since 1948, is a five-day long process for officer selection which includes an interview, group testing and psychological testing of the aspirants. Candidates who are called for the SSB without having passed a UPSC written exam are administered a screening test on the first day. Qualifying on the screening test is mandatory for the candidates to take further tests.

The new ‘De Novo Selection System’, which has been designed by DRDO’s Defence Institute of Psychological Research (DIPR) lab over five years, will accomplish the SSB testing in three days. The new system is being trialled at an SSB at Bangalore for two years, running in parallel with the existing tests. According to DRDO, testing trials in the first year will focus on the sub-systems while integration checks will be run in the second year.

“The SSB testing is personality based and not intelligence based. Our aim with the new tests is to reduce the gap between technological development and human skill development. Formal education is not as important for a military officer of the future as the ability to adapt, learn, unlearn and relearn repeatedly and comprehensively. It is about the modern mind, not the traditional mindset,” a senior DRDO official explained. “We realise that the period of generational change has shrunk and the type of aspirants now changes dramatically within a decade, unlike earlier. The post-1990 generation is a post-globalisation generation, whose analytical and cognitive abilities have gone up. The level of intellectual propensity is different, so are their expectations, not to forget the changes in the value system,” he added. A top DRDO official, who has been closely involved with the development of ‘De Novo Selection System’ said that the idea of a new testing process emerged from a detailed review of the existing selection system. The review is carried out by DIPR for both the assessed and the assessees, on the basis of decade wise data where the long-term profile of every officer in his service is compared with the entry-level profile identified during the selection process. According to the senior DRDO official, “New techniques of behavioural testing are now available globally which are being used to automate and refine our system. The proposal has been discussed threadbare with the three services over the last five years when it first went to the Chiefs of Staff Committee for consideration of the three service chiefs. The armed forces have been very supportive and provided constructive feedback for the new system”. Although the prototype tests for interview, group testing and psychological testing have been designed by DIPR, development of additional tests for different entries, training of assessors and creation of infrastructure for parallel run is still taking place. Subject to the outcome of the trials, based on DIPR’s data of parallel run, and its acceptability by the three defence services, the De Novo Selection System is likely to be implemented at all SSBs in 2019. By reducing the period of SSB testing to three days, the new system will also help in making up for shortages by allowing a greater number of candidates to be tested “It has been ensured that there is no compromise on the quality of candidates being selected and the new selection system, if approved by all three services, would help in screening more candidates. This will increase the capacity of SSBs, thereby reducing the deficiencies in the officer cadre and enhancing the satisfaction level,” a senior army official told The Indian Express.

Indian army has a shortage of around 9,000 officers, as per a reply given in the Lok Sabha by Defence Minister, Manohar Parrikar last month.

  2. Inspire And Motivate – Being a leader is not a simple thing. You have to inspire and motivate your team. The thing that drives the entire Armed Forces is motivation. It is not always that your team is ready to act. The leader must drip motivation into the team to regenerate the josh in them and raise them again to act.
  3. Creativity – The psychology tests in SSB are meant to check the creativity in realistic way. A creative person can sneak out ways form some impossible situations. A Leader must possess creativity to find out the way and take the team to the next level.
  4. Positive Approach – A leader must always be positive and think positively. Being an officer in the armed forces is not a task of just governing and commanding. An officer has to face all kinds of situation and circumstances. It is always said that a positive mind can track a positive way in all kinds of situations (or adverse conditions).
  5. Commitment Toward Your Goal – Simple tasks never bring out a leader. Tough and exceptional situation traces a good and efficient leader among the crowd. It is not always that you will face the same situations that you have planned for. Rather stay committed to your goal and give your best to achieve it.
  6. Confidence And Courage – It is not your mind that has to work every time. Sometimes your courageous acts are also needed to lead the team. Taking the first action is the responsibility of the leader and you have to act confidently and courageously to motivate and lead your team.
  7. Honesty – A leader must be honest in all his tasks. Your honesty is the mark of your team’s faith over you. If your team doesn’t trust you, it will be hard to coordinate and cover the task. Always be honest and clear in your motive and thoughts.
  8. A Better Communication – Being thoughtful, creative and motivating is not sufficient to become a leader. The power of expression and way to deliver your ideas in a correct and proper way is a major trait required in a leader. Having bulk ideas in your mind and blank expression on face is like a trackless journey. You should be a good communicator if you want to be a good leader. Dr A.P.J. Abdul Kalam, Hitler, PM Narendra Modi and many more leaders are in the list of influential people, who attracted people from their speeches.

It can also launch medium range surface-to-air missiles like 9M96E and 9M96E2, which can hit a fast moving targets with highly precise aiming.

The missile system is equipped with 55K6E command and control system with LCDs surveillance tasks of missile batteries. It is made to track the threats, prioritize them, monitoring and coordinating the batteries. The vehicle used by it is Tractor Truck or Transporter-Erector-Launcher vehicle. Each vehicle can carry 4 missile tubes, which can launch any of the missiles.S-400 Air Defence System

Radar System

The radar system is more powerful as compared to the other missiles system of Russia. The radar used for target tracking and fire controlling is 92N6E. While 91N6E can perform multitask like detecting cruise, ballistic and guided missiles UAVs and aircraft in a range of 600 kms and can detect 300 targets at a moment.

Current Status of Deal with India

Facing the current status of acquisition of S-400 missile system, India and Russia are very close to finalize the deal. In December last year, Indian Defense Acquisition Council (IDAC) has approved the purchase of 5 regiments of it from Russia. Local media has revealed the cost of the deal to be about $6 billion. As per the media reports, Russia is waiting for India’s reply for the supply of this missile system. Previously, a similar big deal was concluded between both the nations in 2001, which led to the induction of Su-30 MK jets in Indian Air Force.

Conclusion – India and Russia are close enough in the field of defense and weapon exchanges. Both the nation have conducted joint exercise, named Indra and have a long history of military engagements. The deal of S-400 will result into strengthening of ties between the nations and will also boost India’s defense to neutralize incoming threats. Moreover, some other deals of supply of weapons from other nations are also a good signal for India.
