India, Japan and the U.S. are conducting the annual Malabar trilateral naval war games off the coast of Guam in the Philippine Sea from June 6-15. Guam island was a theatre of an intense World War II when US forces stormed in to take it from the Japanese.

About Exercise Malabar

Exercise Malabar is a trilateral naval exercise involving the United States, Japan and India as permanent partners. Originally begun in 1992 as a bilateral exercise between India and the United States, Japan became a permanent partner in 2015.

Past non-permanent participants are Australia and Singapore. Australia, in the last two years, had repeatedly requested to be part of the annual drill but India again refused after China raised is concerns.

The annual Malabar series began in 1992 and includes diverse activities, ranging from fighter combat operations from aircraft carriers through Maritime Interdiction Operations Exercises.

The Malabar exercise began in 1992 as a joint Indo-US naval drill. But it was suspended from 1998 to 2002 after India conducted nuclear weapons tests in 1998. This year marks the 22nd edition of the exercise which has now become an annual feature in the deep military ties between the US and India.

Among High Tensions

The exercise comes at a time of increased friction between China and the three countries along with the nations bordering South China Sea as Beijing militarises reclaimed islands.

China and Japan have a thousand year history of fighting each other, while China and India just got out from the Doklam standoff. US, being the big bully it is, also has not so good relations with China.

Incidentally the U.S. has just renamed its Pacific command as Indo-Pacific command to underscore its commitment to the region in line with its Indo-Pacific strategy.

The Participants

India

The Indian Navy has sent the INS Kamorta, the first of four anti-submarine Kamorta-class stealth corvettes; the INS Sahyadri, a Shivalik-class stealth multi-role frigate; and the Deepak-class fleet tanker INS Shakti. There is also a P-8I Neptune advanced maritime patrol/anti-submarine warfare aircraft.

However, INS Vikramaditya is currently undergoing scheduled refit and will not take part in current exercise.

Japan

Japan is represented by the 19,000-tonne JS Hyuga – the lead ship of the Hyuga-class of helicopter carriers; the Takanami-class guided-missile/ASW destroyer JS Suzunami; the Akizuki-class guided-missile destroyer JS Fuyuzuki; and a diesel-electric attack submarine, as well as one Kawasaki P-1 maritime patrol aircraft.

US

The US Navy has fielded aircraft carrier USS Ronald Reagan (CVN 76), the guided-missile cruisers USS Antietam (CG 54) and USS Chancellorsville (CG 62), the guided-missile destroyer USS Benfold (DDG 65) and a P-8A Poseidon aircraft.

The Training

Malabar will be done in two phases: ashore and at-sea training. The harbour phrase will occur at Naval Base Guam from June 7 to 10 and the sea phase from June 11 to 16 in the Philippine Sea.

The at-sea part will see military-to-military coordination and capacity to plan and execute tactical operations in a multinational environment.

The events planned during the at-sea portions include gunnery exercises, anti-submarine warfare, air defense exercises, surface warfare exercises, helicopter cross-deck evolutions and underway replenishments.

The Central Bureau of Investigation raided the premises of the National Defence Academy (NDA) in Khadakwasla for alleged irregularities in the selection and appointment of teaching staff for training the cadets.

The agency has booked 5 senior faculty members and other unidentified suspects have been booked under IPC sections for cheating, forgery and criminal conspiracy and sections of the Prevention of Corruption Act.

The Scam

The CBI said it had booked the NDA principal Om Prakash Shukla, head of chemistry department, a professor of political science, an assistant professor of chemistry and an assistant professor of mathematics and ‘unknown others including certain officials’ for their roles in the recruitment scam.

The CBI said that during 2006-15, the accused got selected and appointed in different posts of teaching faculty by furnishing false information and certificates against Union Public Service Commission norms. They also allegedly forged and false certificates indicating their service/teaching experience and exaggerated Academic Performance Indicator (API) score.

The agency had registered a preliminary enquiry in 2017 on the basis of allegations that 13 faculty members of the academy were appointed in spite of being ineligible. Shukla was appointed principal of the elite armed forces training centre in Khadakwasla, in 2011.

The teaching posts on which these accused were appointed are civilian positions for which selection is done by the UPSC. On the recommendation of the UPSC, the defence ministry makes the appointment.

Not the first time

In 2012, the CBI had arrested six people in a similar case with class ‘C’ employees at the same institute. The arrested people included Colonel Kulbir Singh, staff officer to NDA Commandant Lt Gen Jatinder Singh, NDA employee Ramesh Gaikwad, Bal Kishen Kanojia – who runs a food stall in Pune, his employee Vishnu Sharma and two alleged touts Manoj Sheetal Kar and Dattatre Sheetal Kar.

The CBI filed a charge sheet against the accused in 2015. The accused are now out on bail.

The CBI is also investigating a case of alleged malpractices in allotment of contract for the purchase of branded clothing for cadets, which involved senior officers of the academy.

Conclusion

A scam like this, at this level and involving a person of such level have ashamed the dignity of NDA and the nation. These criminals should be subjected to the strictest punishments under the law.

Dhanush Artillery Guns Ready to be Inducted into the Indian Army

Dhanush Howitzer
Dhanush Howitzer

The indigenously designed and developed Dhanush ATAG is ready for induction into the Indian army. The 155-millimeter/45-caliber towed howitzer completed the final development trials at the Indian military’s test range at Pokhran.

6 Dhanush guns were tested in battery formation (at one go and at one target) from June 2 to 6 firing fifty rounds each.

About Dhanush

Dhanush is a 155mm x 45mm calibre artillery gun and is also called the “desi Bofors”.

It is an improved version of the FH-77B 155-millimeter/39 caliber towed howitzer manufactured by the Swedish defense contractor Bofors (now BAE Systems) of which India acquired 414 between 1987 and 1991.

Dhanush Howitzer During a Test
Dhanush Howitzer During a Test

Dhanush vs Bofors

Dhanush’s larger caliber is the major upgrade from Bofors. Also, Dhanush has an effective range of 38 km as compared to 27 km range of the Bofors guns.

Besides features like electronic gun-laying and sighting systems, the indigenous gun’s hitting range is 11 km more than the imported Bofors guns.

Dhanush can also fire eight rounds per minute and needs a crew of six to eight artillerymen.

The Tests

The gun has passed tests under severe cold conditions and in hot and humid and in the deserts..

During an earlier trial in Pokhran a year ago, the muzzle and barrel of the howitzer exploded two times. However, the fault is likely to be with the shells and not the guns.

The gun has been developed by the Ordnance Factory Board (OFB), Kolkata, after going through design documents running into over 12,000 pages.

These documents were given to India as part of the first phase of “Transfer of Technology” (ToT) under the Bofors gun deal inked in the late 1980s.

The Indian Army has placed an initial order for 114 Dhanush howitzers out of a total of 414 units, with the first batch of guns to be manufactured at the Gun Carriage Factory in Jabalpur. Per-unit price of a Dhanush gun is a little over Rs 4.5 cr. One shell costs around Rs 1 lakh.

History

The Indian Navy and Indonesian Navy have been carrying out coordinated patrols (CORPAT) twice a year since 2002. The CORPAT is also accompanied by a bilateral exercise at sea.

The 31st edition of the IND-INDO CORPAT commenced on 23rd May 2018 till 2nd June 2018. The closing ceremony was held between 2nd June to 9th June.

The Importance

Indian Naval assets have been increasingly deployed in recent times to address the main maritime concerns of the region as part of the Indian Government’s vision of SAGAR (Security and Growth for All in the Region).

This deployment contributed towards the Indian Navy’s efforts to consolidate inter-operability and forge strong bonds of friendship across the seas.

Activities

On completion of the Opening Ceremony, the ships and patrol aircraft of the two countries departed Port Blair and undertook patrolling on the respective sides of the 236 nautical mile long International Maritime Boundary Line.

During the stay in harbour, various activities such as official calls, formal reception on board ship, sporting fixture, ship open to visitors and professional interaction between naval personnel of both the nations have been planned.

Future Prospects

The bilateral exercise with Indonesia was held after the conclusion of the Malabar trilateral naval war games between India, Japan and the U.S. Interestingly, two of the ships participating in Malabar will head to the Rim of the Pacific Exercise (RIMPAC), the world’s largest multilateral exercise, hosted by the U.S. biennially off the Hawaii islands.

Conclusion

The visit of the Indian Naval Ship underscored India’s peaceful presence and solidarity with friendly countries towards ensuring good order in the maritime domain and to strengthen existing bonds between India and Indonesia.

World’s Largest International Maritime Warfare Exercise RIMPAC-2018 To Be Held From 27 June To 2 August 2018

0
RIMPAC Cover
RIMPAC Cover

India will join 25 other nations for the biennial military exercise – Rim of the Pacific (RIMPAC). The exercise will be held from June 27 to August 2 near Hawaii.

About RIMPAC

The exercises occur every two years and are led by the U.S. Navy’s Pacific Fleet. They are seen as a unique opportunity for Pacific Rim nations to cooperate as they train and work together to solve problems.

RIMPAC provides a unique training opportunity designed to foster and sustain cooperative relationships that are critical to ensuring the safety of sea lanes and security on the world’s interconnected oceans.

RIMPAC began in 1971 and was held annually until 1974, when it became a biennial exercise due to its large scale. The founding nations are the United States, Australia and Canada. This will be the 26th RIMPAC since inception.

RIMPAC 2018

RIMPAC 2018 contributes to the increased lethality, resiliency and agility needed by the joint and combined force to deter and defeat aggression by major powers across all domains and levels of conflict.

RIMPAC is known as the world’s largest international maritime exercise. This year, RIMPAC involves 47 surface ships, 5 submarines, 18 national land forces, and more than 200 aircraft and 25,000 personnel.

INS Sahyadri will sail from Malabar to participate and represent India in the multinational drill.

China Disinvited

China’s continued militarization of disputed features in the South China Sea only serve to raise tensions and destabilize the region. As an initial response to China’s continued militarization of the South China Sea, the US have disinvited the PLA Navy from the 2018 Rim of the Pacific (RIMPAC) Exercise.

Citing actions in the South China Sea that run counter to international norms and a pursuit of free and open seas, People’s Liberation Army Navy (PLAN) was not invited in the exercise despite its participation in submarine safety and other non-warfighting components of the exercise in previous years.

Conclusion

The war games are being seen as a way of ensuring open access to important shipping lanes in Asia’s increasingly contested waters. The exercises are also a display of power — in the sense that participants are able to understand the technological capabilities of other participants — and thus perhaps act as a deterrent to further aggressive action.
