Why The Indian Army Is Short Of Officers And What’s Being Done

2

The Army is 18 per cent short of its sanctioned strength of officers, and it is projected to take until 2021 to bring the shortfall down to 12 per cent. The current situation, is, however, an improvement on the situation in 2010, when the Army was 26 percent short of its sanctioned strength of officers. The shortage of officers has been a longstanding problem, to overcome which the government has over the last two decades commissioned advertising campaigns that have sought to attract urban youth to the Army. The Sixth Pay Commission raised salaries significantly, and further raises are expected with the Seventh Pay Commission next year. But these measures have yielded only limited results.

The Defence Minister told Lok Sabha in July that the major reasons for the shortage were increases in authorised strength due to accretions in force levels from time to time, and availability of attractive alternative career avenues. Other reasons cited by the Minister included stringent selection criteria for officers and difficult service conditions, and the perception that the job involves high levels of personal physical risk. There are other reasons — including the lack of adequate training capacities for officer cadets, which constrains the intake into the Army every year. This is even after the increase in capacity at the tri-Service National Defence Academy at Khadakwasla near Pune.indian army officer shortage

The Army has an Officers’ Training Academy (OTA) in Gaya for commissioning short service officers, apart from the older OTA in Chennai, and the Indian Military Academy in Dehradun. The Army cannot commission a large number of officers to make up for the shortfall in one go. That is bound to cause problems in promotions, and at the time of retirement. A ramped up plan for incremental intake is, therefore, the only option available. The shortages are at the cutting edge of the Army, in the ranks of Lt Colonel and below. Not having the required number of officers means fighting units work below strength, which affects their operational efficiency. While the Army hopes to bring down officer deficiency to 12 percent by 2021, it is struggling to subscribe to all the vacancies in its various training academies. 435 of the 2,642 vacancies for officer cadets have not been filled this year, raising questions about future projections. And yet, shortages are not due to a lack of applicants. More than 4 lakh candidates apply for around 900 seats at the NDA. The ratio of applicants to officer cadets is similar for other entries — technical/non-technical — in the Army. The shortage of officers has achieved critical importance as the Army continues to raise new units for the China border, which demand more officers. The Army’s plan is to get approximately 1,000 officers annually. While a tri-Service roadmap on reducing officer shortages is with the Defence Ministry, the Army’s Directorate of Recruiting is also carrying out a study on intake of officers. The matter is also on the agenda of discussion during the ongoing Army Commanders’ conference in Delhi this week. They are bound to be encouraged by the Defence Minister’s plans to induct more women into the combat arms of the armed forces. Any step that helps make up for officer shortages is likely to be welcomed.

Meet An Honest Auto Driver AamirRaza, Returns Rs 1 Lakh To The Police Commissioner. Some people are born honest and down to earth. They have those certain reservoirs of values from which they satisfy their thirst of living and which form their basic identity.

The story of AamirRaza Nazirahemd Hunaskatti (37), an auto driver who didn’t budge for a second to handover Rs. 1 lakh to the commissioner of police left by a passenger in his auto, restores our faith in Humanity, in goodness and in the energy that sustains this world.

Such selfless actions restore our faith in Humanity and make this world so beautiful. Time and again he continues to give life to his name Aamir which means a Prince, one who is rich in heart. He had returned money to Khade Bazar Police station and on an earlier occasions, too, he had returned the valuables left over in his auto by the passengers which included gold ornaments. He is real Aamir (rich in heart), undoubtedly such actions make him richer than the richest.auto-driver-honest

Aamir stays in Azam Nagar and belongs to a poor family but his honesty has made him richer than the richest. Despite living from hand to mouth, with 5 children and his wife who does not keep well, he gladly treads over the tough path and chooses virtues instead of money. We bow to his honesty.

His action reflects that one should be rich in heart or more precisely he proved that to have Money, without a rich heart is akin to being an ugly beggar.

The Commissioner of Police has felicitated him with a certificate and is looking for the Owner of this huge amount.

We feel very proud to share his story far and wide, The Logical Indian Community offers salutations to such people who are real asset for humanity. Such small acts of goodness, makes the living so meaningful.

Some people continue to fill their pockets of greed with money and more money, while some happily invest on their honesty and choose contentment over greed. Needless to say, the latter are those lucky ones who are closer to their conscience, to God and to humanity.

All You Need To Know About ‘Hand In Hand, 2015’-The Indo-China Joint Military Exercise. Hello, Warriors! With the frequent troop face-offs along the Line of Actual Control, India and China are now all set to conduct another bilateral “Hand-in-Hand” (HiH) military exercise as a confidence-building measure between the world’s largest and second-largest armies. This comes soon after the two armies operationalised their fifth border personnel meeting (BPM) point at Daulat Beg Oldi last month.

With the ongoing military exercise scheduled to end on October 23, here’s what you need to know about Hand-in-Hand, 2015:

  1. The joint exercise between India and China, named ‘Hand-in-Hand 2015’, commenced at Kunming Military Academy, Yunnan Province of China on October 12 and will continue till October 23.
  2. The Hand-in-Hand 2015 counter-terrorism drill, involves 175 soldiers from the Indian Army’s Naga Regiment of the Eastern Command and 144 military personnel from China’s Chengdu Military Area Command.
  3. Started in 2007, this is the fifth version of the annual bilateral exercise between India and China. The last version of Hand-in-Hand was held at Pune in India.india_china1 india-china2 india-china3
  4. The exercise is designed to bridge the “trust deficit” between the two armies ranged against each other along the 4,057-km LAC.
  5. The twelve-day exercise will lay emphasis on joint handling of insurgency at sub-unit level and related issues, while the aspect of Humanitarian Assistance and Disaster Relief will be discussed at formation headquarters level.india-china4 india-china5 india-china6 india-china7
  6. This exercise will strengthen and broaden interoperability & cooperation between both the Armies as well as complement a number of other exchanges between the two forces.
  7. The opening ceremony commenced with an impressive parade by both contingents wherein national flags of both countries were brought on parade, followed by national anthem of both countries. The combined parade was commanded by Lieutenant Colonel Ruchir Pant of Indian Army.india-china8 india-china9 india-china10 india-china11 india-china12 india-china13
  8. Lieutenant General Surinder Singh is the head of the Indian Observer Delegation for the exercise.
  9. A weapon and equipment display was organized to familiarise with each others weapon systems at sub unit level. This was followed by a demonstration of skills by the Indian contingent, which enthralled the audience with a spectacular display of yoga training, energetic tribal dances of Nagaland and unarmed combat skills.
  10. The Chinese contingent displayed combat shooting and obstacle negotiation skills within the Military Academy premises.

The exercise Hand-in-Hand-2015 will contribute immensely in developing mutual understanding and respect for each other’s military as also facilitate in tackling the world wide phenomenon of terrorism. It would expand the scope of military interaction, facilitate exchange of best practices in counter-terrorism operations, enhance mutual understanding and trust and further promote friendly relationship between both militaries.
