12 Key Points About Defence Budget 2016

Hi Warriors. Finance Minister Arun Jaitley announced the pro-poor budget for 2016-17 yesterday raising a lot of eyebrows over it.

He didn’t either make any mention of India’s defence allocation for 2016-17 in his Union Budget speech. Figures on military spending have traditionally been mentioned in the budget speech. It raised many eyebrows as to why the country’s military spending wasn’t disclosed with the spate the terrorist activities rising with each passing day.

Here are the highlights of the military budget and spending:

  1. The defence budget estimate for 2016-17 is Rs 3.4 trillion, about 10% more than the previous year’s budget estimate, which is broadly consistent with past increases.
  2. The money allocated for the military’s modernisation in 2016-17 is less than what it was last year of its GDP, with defence pensions gobbling up a large chunk of the budget by 80,000 cr.
  3. Defence wages and pensions have also risen this year, making even less money available for modernisation.
  4. The budget comes at a time when the three services are in the last stages of negotiations for multi-billion dollar deals for Rafale fighter jets, Apache, Chinook and Kamov helicopters and the M777 light weight howitzers.
  5. India’s defence budget had slipped to 1.74% of its gross domestic product (GDP) in 2015-16, compared to 1.78% the year before.
  6. Experts believe India’s military spending should be around 3% of the GDP to counter China’s rapidly growing military might.
  7. Defence Minister Manohar Parrikar had also buttressed on few important points in the current session of Parliament and even outside it in the last one month. That include
  • The pensions for forces could be 2.2 percent of the GDP.
  • Eight squadrons of light combat aircraft in next eight years.
  • Siachen Glaciers would not be vacated.
  • Service chiefs’ responsibility of reviewing and cancelling old and irrelevant defence purchase proposals.
  • Purchase of fighter plane under ‘Make in India’ category.
  • Transparent defence procurement to save money.
  1. The government has removed several customs duty exemptions on military equipment and stores which are to encourage local manufacturing for the same.   2. Another development has been the customs duty exemption extended to private shipyards on repair of warships even though this may not provide the impetus needed for the industry but would definitely help in reducing the burden of taxes.
  3. In 2015-16, Rs 77,406 crore of the Rs 93,675 crore allocated to the defence ministry was earmarked for acquisition of weapon systems for the three forces. The forces have not been able to exhaust their committed liabilities this year in some cases.
  4. The budget papers showed that the military didn’t spend the full amount given to it last year. The revised estimate for spending for the fiscal year ending in March was Rs 2.24 lakh crore rupees.
  5. India has once again emerged as the world’s largest importer of arms, with Russia being the top supplier garnering 70 per cent of the Indian market. But the government of Prime Minister Narendra Modi has vowed to end the military’s dependence on imports.

With China is expected to announce a large rise in defence spending next month, the expansion in defence budget could have been larger for India.

There are clear indicators in the budget that the government is looking to incentivize domestic value-add and improve cost competitiveness of defence manufacturing through rationalization of duties and taxes. In this fast paced life stress has become a very common aspect of everyone’s life. In a lifestyle where the number of things to do outruns the minutes and hours on the clock, stress is bound to happen. Simply put, stress occurs when an individual cannot cope up with the external enviournement’s demands due to non-availability of internal resources. But stress isn’t all that bad. In fact Psychologists say that in order to perform a task well, there needs to be an optimum level of stress to drive and motivate us.
The job profile of the Armed Forces personnel is such that stress is a very common thing to happen. When uncertain, unpredictable stressful situations arise and quick, efficient decisions need to be made managing stress becomes very important. So many organizations have adopted various strategies to manage and lower stress of their employees. From the point of view of the Armed Forces, it’s important that the Officer maintain his/her cool and calm because his/her behaviour will have an effect on the troops and stress impairs the ability of a person to perform efficiently.
Therefore, I’m mentioning some of the tips and ways that can be used to manage and combat stress:

  1. Meditate.
    Meditation and yoga help in focusing, becoming more relaxed and bringing down the stress levels of a person. This also helps a person in seeing things with a new and fresh perspective. Meditating also provides immediate benefits.
  2. Prioritize.
    There could be a lot of things going on in a person’s life on the work front or the personal front. Stress in such situations occurs when a person fails to maintain a balance. So, prioritise your work. Do those things first that require immediate action and keep those things for later which can wait.
  3. Use a pencil.
    When you make a to-do list, its advised that you work with a pencil instead of a pen. You need to keep yourself flexible and you need to understand that things change, so use a pencil to make minor changes if required. Don’t become rigid.
  4. Cooperate. 
    There might be some tasks that need to be done as a team instead of carrying it out individually. Understand that everyone’s working style is different and that you need to cooperate and collaborate with others while working in a group.
  5. Avoid negative people.
    Your social circle has a lot of impact on your psychological wellbeing and being surrounded by negative people and negative conversations won’t do much good to you. Maintain distance with negative people and tell your mind not to dwell on that negativity.9 Psychological Tips To Manage Stress
  6. Don’t keep too many things on your plate.
    It’s understood that in this fast moving lifestyle multitasking has become quite inevitable but that doesn’t necessarily mean that you have to multitask. Take a time out and give yourself a break from all the multitasking.
  7. Exercise.
    The research keeps growing — exercise benefits your mind just as well as your body. We keep hearing about the long-term benefits of a regular exercise routine. But even a 20-minute walk, run, swim or dance session in the midst of a stressful time can give an immediate effect that can last for several hours. (American Psychological Association)
  8. Sleep.
    Stress affects sleep and vice versa. Everything falls apart when one doesn’t get enough sleep. Researchers at Pennsylvania State University College of Medicine compared patients with insomnia to those without sleep disruptions and found that the insomniacs with the most severe sleep disturbances secreted the highest amount of cortisol (hormone which is secreted when we are stressed).
  9. Laugh!
    Ever saw uncles and aunties standing in a circle in a park? Well you might want to join them. Laughing and being happy has a great impact on lowering the stress levels. Laughs or smiles can help relieve some of the tension and improve the situation.

  1. Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility has been issued by Government of India. Certificate of eligibility will however not be necessary in the case of candidates who are Gorkha subjects of Nepal.
  2. Age Limit: – 124 Technical Graduate Course (TGC) : 20 to 27 years i.e, candidates born between 02 Jan 90 and 01 Jan 97, both dates inclusive. (NOTE : The date of birth accepted by the office is that entered in the Matriculation or an equivalent examination certificate. No other document relating to age will be accepted and no subsequent request for its change will be considered or granted.
  3. Educational Qualification: Candidates should have passed the requisite Engineering Degree or be in the final year of Engineering Degree course. The candidates in the final year of Degree Course should complete all their examinations related to the degree, like, written, practicals, viva-voce, projects, backlogs, etc prior to 01 Jan 2017 for TGC 124. They should be able to produce the Engineering Degree within 12 weeks from the date of commencement of training at IMA/OTA. Such candidates will be inducted on Additional Bond Basis for recovery of the cost of training at IMA/OTA as notified from time to time as well as stipend and pay & allowances paid, in case they fail to produce the requisite Degree Certificate.

TGC 124 Notification How To Apply Online

  1. Applications will only be accepted online on website “www.joinindianarmy.nic.in”. Click on Officer Menu then go to How to Apply and then click ONLINE APPLICATION. Fill the online registration form. Note down the user id and password. Tips to assist in filling up fields have been provided as you click on ONLINE APPLICATION. Before submitting the application check the entries made and save the application. After submitting, take two copies of the printout and the Roll Number generated by the system.
  2. Preference of Entry: – The candidates may apply for one or both entries indicating their preference for the two entries in the common application form. In case of candidates giving SSC (T) as their first choice, it will be considered as their only choice. The candidates are advised to check for the availability of vacancies in their respective engineering streams/preferred entry when giving their preferences.
  3. A candidate is also advised to check his given preference for TGC and for SSC(T) in terms of eligibility for the said two courses for age as prescribed in the notification, so that based on his rank in the order of merit, due consideration can be given to his preferences while making appointment to the respective entry, at the time of its commencement.
  4. Documents to be carried to the Selection Centre by the Candidate:-
    • One copy of the Print out of application duly signed and affix with photograph attested by Govt Gazetted Officer.
    • Attested copy of Matriculation or equivalent certificate for age proof. (iii) Attested copy of 12th Class Certificate & Marksheet.
    • Attested copy of Engineering Degree/ Provisional Degree
    • Attested copy of Mark Sheets of all Semesters
    • Certificate form the Principal/Head of the Institution stating that the candidate is in the final year and final exams will be over by 01 Jan 2017 for final year appearing candidates of TGC 124.
    • Equivalence certificate of the concerned university to claim equivalence.
    • All certificates in original. Originals will be returned after verification at the Service Selection Board itself. Any candidate who does not carry these entire documents for the SSB interview, his candidature will be cancelled.
    • The second copy of the printout of online application is to be retained by the candidate for his reference. No need to send any hard copy to DG Recruiting.
    • Candidates must submit only one application. Receipt of multiple applications from the same candidate will result in cancellation of candidature.

Group Discussion: Arms Acquisition – A Better Option or Necessity

“Make in India” seems to be hit programme in entire India. The initiative is to make India self-reliant in manufacturing and enhancing its production facilities. But when it comes to defence manufacturing, India is considering acquisition rather than indigenization. Being one of the fastest growing economies of the world, India need to focus on its defence equally to secure its boundaries.

Recently released report by Stockholm International Peace Research Institute (SIPRI) cleared that India is one of the largest arms importers of the world, despite focus over indigenisation. The report revealed that Indian arm import account for 14% of total arms import of the world, which is about three folds as compared to the rival neighbours (China and Pakistan). In the period of 2011-15, Russia imported 70% of the total arms imported to India, followed by the US, Israel and others.

Now, the question that arises here is why indigenisation is not a good option. It is because Indian arms manufacturers are not performing well. Delay in delivery and extra cost emerged as main reason behind this.

Let’s clear it with the help of some examples.

Sukhoi – Hindustan Aeronautics Limited (HAL) was allotted the task to manufacture 140 Sukhoi MKI at cost lower the cost of imported aircrafts under transfer of technology. Later Indian Air Forces went for more contracts of manufacturing 40 than 42 extra aircrafts making the total to 222 aircrafts. But when it came to the actual manufacturing of aircrafts, the cost went high. During phase 1, Russia imported the aircrafts directly at an average cost of 270 cr. But in phase 4, when HAL manufactured the aircraft by the raw material, the average cost touched to 417 cr.

Advanced Light Helicopter – The contract of Advanced Light Helicopter was also allotted to HAL. The point of concern is that the Controller General of Defence Accounts (CGDA) has marked the level of indigenisation at 50%, but the level of usage of foreign parts went beyond it to 90%.  The engine assembled in helicopter, which is named as “Shakti”, is foreign from soul and national from the name.Group Discussion Arms India

Some other examples of indigenous blockages are Tejas and Arjun tanks. As per the sources, LCA (Light Combat Aircraft) – Tejas, is delayed in its production deadline and it is said that the technology used in it was outdated by the time of beginning of its production. While the Arjun tank was also reported as delayed.

Some of the latest examples of acquiring weapons from foreign military hunks are

  • S-400 (from Russia)
  • Rafale (from France)
  • Howitzer M777 guns (From US)

Discussing the recent plan of US, which forwarded helping hand to India, US is planning to sell 145 M777 ultra lightweight guns to India. The deal cost $700 mn and was is motion from 2008. The gun is 155mm 39 calibre towed gun. Ministry of Defence (MoD) revealed that the first lot of the deal will be delivered directly while 145 howitzers will be assembled in India in a period of three years.

6 Steps To Make A Good Story In TAT

TAT is the most important part of SSB. It shows the summary of your personality. And being the most crucial part of SSB, most of the candidates make mistakes in this test leading to their rejection. Firstly, there is a pattern of writing the story. Candidates have to follow that and add their points in that pattern. Below are the points to follow while framing a story in TAT and PPDT (screening).

  1. Introduction of hero – Your first reaction after watching a picture in TAT must be to identify the hero. The hero must resemble to you in all situations. This means that in a story, you have to make him do what you do. You have to give your response in the situation shown in picture, by taking hero as medium. The hero must also be introduced in the story, i.e. His name, what currently he is doing and from where he belongs. Don’t describe his address and his place of residence.
  2. Identify the problem – Every picture in TAT has a problem. Either the problem is shown in open, or it will be hidden in the picture. If you can’t find any problem, then make a story showing enjoyment and happiness. You can also make a story by seeing any problem related to the picture. But keep it simple. Don’t add devastation, deadly crisis or extremely negative story. Your story must revolve around your hero solving that problem.
  3. Figure out your plan – For solving a problem, you need a plan. You don’t have to describe your plan in the story. Just implement it. Planning must have the perfect use of people around you, resources and must go with time.
  4. Check resources – Every problem has a solution. But utilizing resources can help you in solving the problem in less time, more easily and reduces the efforts. Some resources are visible in picture and some are to be assumed as per the area of action. Correct use of resources also matters a lot in framing the story.

If the solution is incomplete or non-practical then your story is useless. And remember one thing, a problem is never solved at once.   6. Depict qualities by work rather than words – Your work must speak about your qualities. Adding words like dynamic, hardworking, active, all-rounder in your story and shown no desirable action, is a hype creating personality. You must do your task without pointing qualities. With hike in indigenisation trend in India, defence manufacturing authorities have shown a great move by producing Anti-Radiation missile. Currently, this technology is owned by a few nations like Germany, US, Brazil, Russia, etc.…. Being a hot topic of news, all SSB aspirants must go through some key points of this missile which are as follows:-

  1. The Anti-radiation missile trials to take place from Su-30 by the end of this year.
  2. It is state of art anti-radiation missile indigenously developed by India.
  3. Trials will be conducted by DRDO technologists.
  4. It is developed by DRDL (Defence Research Development Laboratory)
  5. Made to target air defence capabilities of enemy to crack their backbone by destroying radars and communication systems.
  6. It detects the signals of communication systems and radars, locks target over them and follows the signal flow to track the target.
  7. Its Range varies from 100-125 Kms.
  8. As per sources, it will be installed over Su-30 and India’s indigenous aircraft, Tejas.
  9. Uses dual pulse population system (like LR-SAM), which could be added to other air-to-surface and air-to-air missiles.

The most awaited LR-SAM (Barak-8 missile), which is jointly developed by initial and Israel, is also expected to be inducted at the end of this year. Not only this, India has recently tested indigenously developed, nuclear capable ballistic missile – Prithvi 2 from mobile launchers. It was not the first test of the missile. The missile was first test fired in 1996 and was inducted in Indian army in 2006. The recent trial was a training trail to check and specify the readiness of the Armed Forces. Last trail was conducted on 26 November 2015. Some key facts about Prithvi-2 missile are as follows.

  • Can carry 500-1000 kgs of warheads
  • The missile has a range of 350 kms
  • It was the first missile developed by DRDO under project Integrated Guided Missile Development Program (IGMDP)
  • Composed of Single Stage liquid fuel dual motor engine
  • Shorter than Prithvi-1 in length

Why defence manufacturing has escalated in India and why India need such war heads?

The missile competition has escalated these days with the increase in military activities in Asian nations. With the deployment of artillery warheads by China on disputed islands in South China Sea, military gearing up was observed in the area. China has supported Pakistan to develop missiles, whereas India was supported by US to manufacture Prithvi 2 missiles in 1990s. But the sale of F-16s by US to Pakistan has made Indo-US relation sour. India’s protest to stop this deal seemed to be result less and US diplomats went ahead to stamp the deal with Pakistan. India’s concern is about terrorist crowd in Pakistan and growing Taliban shadow in Afghanistan, which is slowing getting out of US forces. While china’s helping hand to Pakistan (submarines, port building, Karakorum highway, etc.) is also cementing Pakistan’s military muscles.  Further, keeping eye on military preparations of neighbours, India has to be strong and self-relent in defence sector.

PIQ plays a crucial role in SSB selection. 90 percent of Personal interview depends on your PIQ. It is the key for your interview. Filling up PIQ in a right way depends on some factors. Some of the points, that every candidate must remember while filling PIQ, are mentioned below.

 

  1. Be genuine and honest – Whatever you mention in PIQ should be genuine and written in an honest way. Probing is done on the written matter. Bluffers are easily caught red-handed. So stay on your ground, don’t copy others and analyse yourself to make a clear image of yours in your mind to answers easily about yourself.
  2. PIQ shows social exposure – Your responsibilities, participations and diversity in activities shows your exposure to the real world. The more you had done, the more you had experience to tackle daily life situations.
  3. Be aware of whatever you write – Your information in PIQ will be asked in the interview to judge your selection. So you should stay aware of the matter you have written. Marks and percentage, special achievements, salaries of family members, position in sports and activities, etc. are to be remembered accurately as mentioned in the PIQ.
  4. Proof and examples of what you have written – Your experience shines in your PIQ form. For probing the genuineness of your experience, IO may put some questions to get the proof of your actual presence and handling of the situation. Your responsibilities shows your leadership. Interviewing officer can ask for some other examples of your responsibilities or any special incident while delivering responsibilities. Some other topic related questions, that are usually asked from PIQ are:
  • SportsMost interesting match, your captainship in a match, any conflict between players, etc. are some commonly asked questions by the IO
  • HobbiesRemember, don’t include any casually playing sports in this section. Time management for hobbies, why do you like doing this thing, how much have you done till now, etc. . . .Your hobbies are mostly asked in the personal interviews
  • Responsibilities – Areas of responsibilities, reason behind choosing you for responsibilities, how did you managed the responsibility with other works etc.
  • Extracurricular activities – Strategies and problems faced while preparing for the event, theme of the event, why only this event etc.PIQ form
  1. Hobbies should be productive – Your hobbies and interests that you will mention in PIQ must be productive. Your hobbies must make you learn something. Normally, some common hobbies people have are repairing household things, reading magazines, gardening, article writing, etc… Be prepared for questions related to the hobbies. The question can also drive the interview to a critical point.
  2. Avoid cutting overwriting – Your PIQ is your resume for SSB. Take your time and fill it carefully. Your cutting and overwriting can make it look confusing. Write neat and clean, write correct thing at correct place and write what is necessary.
  3. Good PIQ is a recommendation letter – Always remember that a good PIQ is a recommendation letter of a candidate. SSB judges the future of a candidate by analysing his past. Your prior life events will make it easy to you to get into the tough life of the Armed Forces. So be careful and take it as your first step toward your recommendation.
