In a striking revelation from his upcoming memoir “Four Stars of Destiny,” former Army chief General M.M. Naravane has disclosed that the Agnipath tour of duty scheme, announced in June 2022, was an unforeseen development for the Indian military, particularly for the Navy and the Air Force.
As reported by PTI, General Naravane, who served as the Army chief from December 31, 2019, to April 30, 2022, expressed that the scheme, which aimed at short-term military enlistment, was initially his idea but later expanded unexpectedly by the Prime Minister’s Office (PMO) to encompass all three services.
General Naravane detailed how the announcement of the Agnipath scheme, which proposed that only 25% of recruits be retained post their four-year tenure, was particularly startling for the Navy and Air Force. This differed significantly from his original proposition, where he envisioned retaining 75% of personnel.
The memoir highlights how the General had initially proposed a ‘Tour of Duty’ scheme in early 2020, akin to the Short Service Commission (SSC) for officers. This concept was aimed at recruiting soldiers for a limited tenure, with an option for re-enlisting if deemed fit. However, the proposal saw little progress initially, hampered by the COVID-19 pandemic and the Indo-Chinese military confrontations in Galwan, eastern Ladakh, in mid-2020.
General Naravane’s insights into these developments offer a rare glimpse into the decision-making processes and challenges faced by the Indian military leadership during a tumultuous period. The memoir, which promises further details on his tenure and experiences, is anticipated to shed more light on the complexities and dynamics of military administration in India.
