New Delhi, October 24, 2026: Delhi Police have arrested a 23-year-old man, Vikrant Tomar (also known as Vikrant Kumar alias Vicky Tomar), from Burari for allegedly cheating women police constables by posing as a wealthy businessman, promising marriage, and inducing them to transfer money under the pretext of high-return investments. Police suspect nearly 20 women constables from the same batch may have been targeted, with the total amount involved placed at approximately Rs 24 lakh. Many of the women have not yet filed formal complaints.
The case came to light after Constable Shiwani, posted at Karol Bagh police station, lodged a complaint. According to police, Tomar first contacted her on Instagram, claiming he sought guidance on Delhi Police recruitment under the sports quota. The conversation later shifted to a messaging application, where he built familiarity and presented himself as a prominent cricket professional and successful businessman.
Acting on his assurances of high returns, the constable transferred her savings from an Axis Bank account, took a personal loan of Rs 12 lakh, and borrowed additional amounts from acquaintances, bringing the total to approximately Rs 24 lakh. Of this, around Rs 8 lakh was transferred, on Tomar’s directions, to bank accounts linked to the 1x.com (OneX) betting platform. The complaint also alleges that during an in-person meeting, Tomar inappropriately touched the constable’s waist with the intention of outraging her modesty. A case was registered on September 8, 2026.
Modus Operandi
Investigators state that Tomar cultivated an image of wealth on Instagram by posting videos of luxury cars, high-end restaurants, and an expensive lifestyle. He allegedly rented costly cars for eight-hour periods to take the women on outings, often using the same vehicle with different women to reinforce the impression of affluence. After gaining their trust and promising marriage, he sought money under various pretexts. Police further allege that funds obtained from one woman were sometimes used to finance outings with another.
A significant aspect of the probe is that Tomar’s live-in partner is also a Delhi Police woman constable. Officers suspect he used information about her batchmates to identify and approach other targets. All the women believed to have been approached belong to the same batch.

Prior Cases and Current Investigation
Tomar was already facing five FIRs in Delhi in connection with similar alleged cheating offences. These cases were registered at Mayapuri, Hari Nagar, and Inderpuri police stations, as well as the East District Cyber Police Station. He had been released on bail in June 2026.

The Central District Cyber Police are questioning the accused. Investigators are examining bank transactions, the financial trail involving betting-platform accounts, and other records to establish the exact number of victims, the total money involved, and whether any accomplices assisted in identifying targets or facilitating transfers. Efforts are underway to encourage other potential victims to come forward.
The case highlights the use of social media to create a fabricated persona of wealth and status for financial fraud, with police continuing to trace the money and expand the probe beyond the primary complaint.
